The crescent moon has been used since ancient times to represent silver.  The Egyptians considered gold to be a perfect metal, and gave it the symbol of a circle.  Since silver was the closest to gold in perfection, it was given the symbol of a semi-circle.  Later this semi-circle led to a growing moon symbol

A baby's ear is developed at 4 and a half months in the utero and the neurological system is myelinating at 7 months.  The baby is listening to the mother's heartbeat, respiratin, and vocalizations during the pregnancy and becomes comfortable and familiar with those sounds.  Because the birthing process is traumatic to the baby, the mother's voice, because of its familiar tone and rhythm, are soothing to the baby at birth. If the mother's voice is introduced at a filtered level imitating the sounds within the utero, the baby often has an immediate response of feeling reassured, that is the same with sound during pregnancy and why the bell is constantly worn.

After birth the bell is hung above the baby's crib and rung when th baby is upset or uneasy or during breastfeeding the mother keeps on wearing it on a shorter chain.  The baby recognises the calming chiming sound and feels reassured.
